French Office in Taipei visits NCC to discuss IoT and other communications issues中文
The Director of French Office in Taipei, Mr. Benoit Guidée, accompanied by his two colleagues, on December 29 visited NCC Chairperson Chan, Ting-I to exchange views on the reorganization of duties and structure, the latest development of proposed legislation of convergence, and explore potential opportunities for greater cooperation.
Chairperson Chan gave the guests an overview of the background of NCC, and explained how the Commission was formed from both the Directorate General of Telecom, Ministry of Transportation and Communications (MOTC) and the Department of Broadcasting Affairs, Government Information Office (GIO); as such, this was the first key measure undertaken in Taiwan to accommodate communications convergence. The Chairperson also took the opportunity to emphasize the importance of internal coordination between ministries.
With regards to the latest developments of the proposed legislation of convergence, Chairperson Chan said the NCC Commission on December 28 had approved two drafts related to telecommunications and digital communications. The draft of telecommunications refers to more modern convergent models in place in advanced countries and also takes into account the development of local telecom industry. This also marks a shift from the vertical regulatory regime to a horizontal one. Meanwhile, NCC has introduced the concept of Internet Governance as a positive response to the needs of the times. Undertaking amendments of broadcasting will be the next stage.
In addition, Chairperson Chan stated that IoT has become a key area and focused of future development in Taiwan. As such, it has been actively promoted by relevant ministries. NCC will take on the responsibility for assisting them and facilitating business opportunities in IoT.
Finally, Chairperson Chan emphasized that the Internet should be considered as an opportunity for market players. While the traditional telecom and broadcasting sectors were once confined to the domestic market, they now face the challenges of competing cross-border competitors. Consequently, NCC is committed to strengthening ties with other ministries and cordially welcomes the French communications authority to Taiwan for an interchange of views.
