Procedures for Establishing Academic Experimental Radio Stations

1. This Procedures for Establishing Academic Experimental Radio Stations (the "Procedures") shall apply to applications for establishing academic experimental radio stations.
2. Procedures for Establishing the Academic Experimental Stations
(1) Research organizations or individuals applying to establish Academic Experimental Radio Stations shall make application for frequency assignment by completing one Frequency Assignment Application Forms in four copies and attaching equipment circuit chart, a proposal and a geographic map in the proportion of 1/50,000 and make submissions to the National Communications Commision. Upon approval by the National Communications Commision to use the frequency applied for, the applicant shall make application for station construction permit to the National Communications Commision. The applicant shall complete one Academic Experimental Radio Stations Application Form in two copies, together with a photocopied letter of approval for frequency assignment, a document explaining radio equipment, and resumes of engineer supervisors and technical staff.
(2) Universities, colleges or high schools applying to establish Academic Experimental Radio Stations shall, in the name of the school, first obtain approval from the relevant education government authorities. Upon approval, the applying school shall make application for frequency assignment by completing one Frequency Assignment Application Forms in four copies and attaching equipment circuit chart, a proposal and a geographic map in the proportion of 1/50,000 and competent authority of education make submissions to t the National Communications Commision. Upon approval by the National Communications Commision to use the frequency applied for, the applicant shall make application for station construction permit to the National Communications Commision. The applicant shall complete one Academic Experimental Radio Stations Establishment Application Form in two copies, together with a photocopied letter of approval for frequency assignment, a document explaining radio equipment, and resumes of engineer supervisors and technical staff and competent authority of education then make submissions to the National Communications Commision for station construction permit.
(3) The permit for radio station construction shall expire in one year. In the event that the applicant fails to complete construction prior to the required date, the applicant shall apply and provide explanations to the National Communications Commision to extend the construction period for another six months, provided that such application for extension shall be made one month prior to the expiration of the permit. Upon completion of the construction, the applicant shall notify NCC's nearest telecommunication regulatory station for inspection. Where the construction is found to be compliant after inspection, the applicant shall conduct internal systems operation, radio waves coverage and interference assessments and testing. Upon completion of the above, the applicant shall make applications for re-inspection to the National Communications Commision. Applicants who pass the re-inspection will be granted a license by the National Communications Commision.
