* Taiwan Hosts APEC TEL41 , 18 Member Economies Discuss ICT Development

   The APEC TEL41 came to a perfect ending on May 12. As host, the National Communications Commission (NCC) was delighted to note that thanks to the enthusiastic participation of the member economies, significant progress and some noteworthy conclusions were made during the event including accelerated development of TEL’s strategic action plans, intensification of exchanges among member economies, and the facilitation of Asian Pacific economic development with communication and information technology for the coming era of digital convergence.

Held from May 6 to 12 at the Taipei International Convention Center, the APEC TEL 41 was the third TEL meeting held in Taiwan since the previous two held in 1996 and 2003 respectively. In total, around 300 participants from 18 member economies and 5 guest organizations attended this event which included LSG, DSG and SPSG steering group meetings and the assembly.

Developments in communications and information technology trigger regulatory reform and promote competition and investments in the market. During the TEL Liberalization Steering Group (LSG) session, the participants held the cohesive view that the key to accelerating digital convergence was to open up communication and information markets with respect for market mechanism. Consequently, this would provide consumers with cheaper and more varied services, improving efficiency of companies and ultimately stimulating industrial innovation through market competition.

Dr. Dar-Zu Hsu of Information and Communications Research Laboratories of ITRI, Dr. George Wang, Executive Vice President of Institute for the Information Industry, Mr. San-Wei Sun, Deputy Senior Managing Director of Chunghwa Telecom, Mr. Jimmy Chen, Chief Operating Officer of Taiwan Broadband Communications, and Mr. C.H. Jih Chief Technology Officer of Kbro, as well as many esteemed guests were invited to the Industrial Roundtable, hosted by Prof. Zsehong Tsai of Dept. of Electrical Engineering and Graduate Instate of Communication Engineering of National
Taiwan University (NTU) and Mr. Newman of INTUG, New Zealand, shared information on broadband development in Taiwan and the establishment and promotion of network for bandwidth improvement. Several member economies, such as Hong Kong and the United States, also gave presentations on the development of broadband service in their respective economies/regions.

Another LSG regulatory roundtable was convened by NCC Commissioner Dr. Ta-Sung Lee. Dr. Kai-Sheng Kao of NCC, Ms. Tsai-Hua Chiang of the Ministry of Transportation and Communications (MOTC), and Mr. Tim Chen from Shay and Partners participated in the discussion on prominent topics such as the digital switchover and spectrum management. All participants agreed that spectrum harmonization and transparency were the keys to achieve the policy objectives. Moreover, it was commonly agreed that spectrum management should strike a balance between public interests and national development, with intensifying participation in the regional cooperation with ITU-R WRC/RRC and other international organizations also necessary. Also, the participants deduced that the keys to the success of digital switchover policy included technical solutions, public awareness, the development of relevant regulations by the government authorities, publication of the annual national spectrum management programs, and high-quality service of providers. These measures would require constant dialogue among all stakeholders.


During the LSG meeting on May 11, Ms. Susan H.S. Lu, the executive secretary of e-commerce task force, Bureau of Foreign Trade, Ministry of Economic Affairs, briefed participants on the experience of Taiwan in facilitating trade more effectively and conveniently with ICT technology and won the positive feedbacks of the participants.

With regards to the ICT Developments Steering Group (DSG), convened by Dr. Dan Chang from National Center for High-Performance Computing of Taiwan, Deputy CEO Yun-Tsai Chou of the 21st Century Foundation, proposed a self-funded research program entitled “Deployment of Disaster Information Distribution System and Service Model by NGO Exemplar Platforms”, and successfully won the support of the participants and also gained co-sponsor from Japan and Thailand. An estimated USD50,000 would be invested to study how best to combine cloud computing, open resources, online community websites, and various governmental and private resources for the effective response to disasters and the necessary latter reconstruction projects.

In the DSG meeting, the universal broadband access, cooperation in the promotion of information and communication technology, and bridging the digital divide were the prominent topics of discussion. Mr. Hong-Wei Jyan, Deputy Director of the Information Management Office of the Research, Development and Evaluation Commission, Executive Yuan, presented the Next Generation of Taiwan’s e-Government. Dr. Wen-Cheng Wang of Data Communication Business Group, Chunghwa Telecom presented the Development of Green ICT in Taiwan, and Director Han-Chieh Chao, Computer Center, Ministry of Education shared his insights on the Bridging Urban-rural Digital Divide in Taiwan with other participants.

How to develop IPv6 in response to depleting IP resources has become an issue of concern for DSG. Prof. Yao-Ming Yeh of Dept. of Computer Science and Information Engineering, National Taiwan Normal University and Assistant Prof. Shou-Chuan Lai of Dept. of Information and Telecommunications Engineering of Ming Chuan University shared their experience in the success of IPv6 development in Taiwan and the application of IPv6 in the academic network of TANet, winning the applause of the participants.

Since ICT technology continually evolves, information and communication security shall always be a concern. During the Security and Prosperity Steering Group (SPSG) meeting, participating member economies shared their experiences in the promotion of public awareness and training of communication and formation security and how they established their information and communication security reporting and emergency response systems to ensure the protection capability and information and communication security. Mr. Ying-Tsung Yueh of the Criminal Investigation Bureau and Prof. Bernard Y. Kao of ECPAT Taiwan presented their cases on the current protection of children and youngsters. Mr. Whey-Yee Lin senior analyst of the Research, Development and Evaluation Commission, briefed attendees on the development of GPKI encryption in Taiwan, and Dr. Char-Shin Miou of Chunghwa Telecom introduced the development of mobile PKI to the audience.

Twice yearly, the APEC TEL meeting is an essential platform for APEC members to intensify international cooperation on the integration and development of telecommunication and information policies, regulations, and technologies. The APEC TEL41 was co-hosted by the National Communications Commission, Ministry of Foreign Affairs, Ministry of Education, Ministry of Transportation and Communications, Research, Development and Evaluation Commission, Council of Indigenous Peoples, Industrial Development Bureau, Bureau of Foreign Trade and Committee of Communications Industry Development of the Ministry of Economic Affairs, and Taiwan Network Information Center. In addition to enthusiastic discussions on various topics in this conference, there were exhibitions of Taiwan’s achievements in the development of WiMAX and IPv6, imparting a lasting impression to participants that Taiwan is truly a “silicon island” and successfully demonstrating Taiwan’s achievement in the development of technology and enthusiasm of participation in international organizations.
