* NCC Signs MoU with CRC of Mongolia to Enhance Cooperation

   Dr. Bonnie Peng, Chairperson of National Communications Commission, and Mr. Boldbaatar Bat-Amgalan of Communications Regulatory Commission (CRC) of Mongolia signed the “Memorandum of Understanding for Cooperation in the Fields of Communications Regulation” on March 29 in Taipei.

The objective of the MoU is to share Taiwan’s development of communications and broadcasting with Mongolia, establish an official cooperation platform between the two sides, and show Taiwan’s soft power in the information and communications technology field.

Both sides agreed to establish a cooperative relationship based on the principles of fair and mutual benefit via exchange of information, interactions between both agencies, and joint research projects.

   Thanks to the assistance from the Ministry of Foreign Affairs and the Taipei Trade and Economic Representative Office in Ulaanbaatar, both CRC and NCC were able to achieve this cooperation, and determined the scope of future cooperation, which covers radio frequency regulation, number management, network interconnection, approval of licenses, among others.

In 2001, the congress of Mongolia approved the Mongolian Communications Law and the establishment of the CRC, whose responsibilities including license approval, technical standards establishment, service charge management, network access, service quality supervision, and radio frequencies management. CRC sets the legal foundation for communications and broadcasting supervision in Mongolia, and emphasizes the protection of consumers’ rights, and supervision of service fees and quality.

According to the International Telecommunication Union (ITU), the population of Mongolia was 2,640,000 in 2008 with an average GDP of USD1,504 per person. Currently there are about 916,000 mobile phone users, but the Mongolian government is working hard to promote liberalization in telecommunications. The development of industries is increasing rapidly, indicating a new ascending market with plenty of business opportunities.

NCC noted that this MoU allows Taiwan to share our experience in the promotion of relevant policies, regulations and market development with Mongolia, helps the advancing of communication development in Mongolia, and displays that Taiwan is willing to contribute as a member of international society. In the future, NCC will intensify more extensive interaction and exchange between Mongolia and Taiwan based on the cooperative nature of the MoU, as to improve the relationship between the two countries with flexible diplomacy.
