In order to gain deeper understanding of the onboard radio stations and operations of maritime vessels, with view to relaxing license renewal regulations, NCC acting chairperson, Chen Yaw-Shyang, together with Commissioners, Hung Chen-Ling and Guo Wen-Chung, and Director of the Department of Northern Regional Affairs, Wen Jun-Yu, visited Badouzi, Keelung on December 13, 2019, boarding vessels to inspect onboard radio stations and operations.
Acting Chairperson Chen and his entourage first visited the Coast Patrol Corps 1, Fleet Branch, Coast Guard Administration, Ocean Affairs Council, and was welcomed and briefed by the Deputy Director of Fleet Branch, Wu Jin-He. His team is responsible for the tasks of protecting fishing rights, survival and rescue, maritime law and order, marine affairs, and marine conservation in the area of Bitou Cape extending westward to the sea area of Fugui Cape. The Commissioners expressed their gratitude and admiration for the Coast Patrol’s hard work and spirit of performing duties despite of risks.
The NCC delegation along with onboard radio station inspection personnel then boarded the coastal patrol ship PP-10063 inspecting whether the installation of various radio station communication equipment meets relevant regulations, and actually sampled the functions of various equipment and tested communications capabilities of the fishery radio station. They then went to the Badouzi Fishing Port to conduct a random inspection of fishing vessels’ onboard radio stations and paid a visit to the Keelung Fishermen’s Association, where discussions were held with with Chairman You Ri-Xing, Director-General Chen Wen-Qin, and Directors and Supervisors of the Fishermen’s Association. Chairman You expressed his gratitude for the head of the competent authority to personally visit to gain understanding of fishermen’s usage of the shipboard radio stations for the first time. During the talks it was suggested by the Fishermen's Association that the competent authorities integrate the vessel-related certificates renewal operations and provide online services to reduce the back and forth of official documents and waiting time, providing fishermen with more peace of mind when fishing.
Acting Chairperson Chen said that in the future, the NCC plans to relax the relevant regulations on onboard radio stations, especially to simplify the shipboard radio station license renewal and inspection operation so that relevant parties can have a smoother more streamline experience with the commission. In addition, the Commission also urged fishermen not to use Beidou satellite terminal equipment nor install mobile phone amplifiers, in order to avoid interference with lawful communications. In order to protect fishermen’s safety at sea, it was recommended that fishermen place Emergency Position Indicating Radio Beacon (EPIRB) equipment at a prominent position outside the fishing boat cabin, and use reliable-quality products to ensure that the ship's wireless communication equipment can function in emergency situations.
