NCC Chairperson Yaw-Shyang Chen, accompanied by commissioners Lih-Yun Lin, Jiang-Jia Wang, Yi-Hui Wang, Chung-Shu Chen, as well as Secretary General Wen-Che Huang and Director General of Department of Planning Jiun-Yu Wen, met with MPA representatives on 15 August 2023. The two sides exchanged views on internet audiovisual service governance issues, such as OTT TV.

MPA representatives include Vice president Trevor Fernandes of Asia Pacific Government affairs of MPA, Senior regional director James Cheatley of VOD Digital Affairs & Intellectual Property of MPA, and Taiwan representative of MPA Shawn Tsai.

NCC Chairperson Chen noted that, from a regulatory and management perspective, the cross-border, cross-industry functions of OTT TV have brought various challenges. Consequently, NCC would adopt an open-minded attitude, and continue to welcome opinions from all sectors on issues like protecting consumers and enhancing domestic content production, etc.

During the meeting, MPA not only gained insights on the regulatory authority’s perspective to OTT TV, but also discussed self-regulation of operators and how governments in the Asia Pacific region have been dealing with the issue. MPA also expressed its wishes to continue to collaborate with Taiwan on creating a well-constructed audiovisual industry.

Through this opportunity, NCC aims to gain greater understanding of the industry’s expectations of policy promotion, and development trends. NCC also hopes there will be ongoing cooperation between public and private sectors to jointly create a favorable environment for the industry.
