Along with the recent development of 5G mobile networks, a greater number of base stations have been installed, fueling public concern pertaining to the safety of electromagnetic waves. In order to increase awareness and accurate knowledge of electromagnetic waves and resolve these concerns, the National Communications Commission (NCC) held a public seminar entitled "Electromagnetic Wave Safety and Compliance of Radio Frequency Equipment " in Shangshan Village, Qionglin Township, Hsinchu County on the morning of Friday, September 15, 2023. Dr. Xiao Hongqing, former professor of the Department of Electrical Engineering of the National Taiwan University of Science and Technology, was invited to give a presentation, in which he explained, in a simple and practical way, the correct concept of electromagnetic waves in our daily lives. During his talk, Dr. Xiao also introduced the relationship between mobile communication base stations and electromagnetic waves. His talk was then supplemented with theoretical and practical examples to help the public understand the content of misinformation that is often circulated in the public and gain more accurate understanding of the electromagnetic waves emitted from household appliances and base stations.

In view of the numerous cases of online sales of uncertified telecommunications radio frequency equipment in Taiwan and with the aim of maintaining the order of radio waves and avoiding interference with legitimate communications, the seminar also included the topic of "Telecommunications Regulated Radio Frequency Equipment Legal Compliance". Senior Technical Specialist Han of the Department of Central Region Affairs of NCC explained what radio frequency equipment is, what compliances there are, and why they need to be regulated. He also conveyed that before purchasing telecommunications regulated radio frequency equipment, whether in brick and mortar stores or online, consumers should confirm that the product or website has the correct NCC inspection label information so as to avoid buying equipment that has not passed the model certification inspection and thereby affecting consumers’ rights and interests. He was also provided with the opportunity to explain relevant regulations and measurement standards of mobile phone SAR values (Specific Absorption Rate of Electromagnetic Wave Energy) in a down-to-earth way and how the commission measures the electromagnetic waves of mobile phones and common household appliances and then explained the measurement results to those attending.

Finally, a comprehensive discussion occurred, in which the public, experts and the NCC exchanged opinions. Questions raised by the public were also explained, so that participants could gain a deeper understanding of electromagnetic waves and allay their concerns about electromagnetic waves. At the same time, prize-winning quizzes and lucky draws were held to promote the activity further.
