With the objective of enhancing cooperation on network security between Taiwan and Asia Pacific countries, the International Workshop on Network Security and Emerging Technologies as part of the Global Cooperation and Training Framework (GCTF) was held jointly by Taiwan, the US and Japan, taking place in Taipei from May 28-30, 2019; approximately 40 government representatives from 20 countries were in attendance.
　　A program themed “Practice on Taiwan Communications Protection and Cyber Security” was hosted by NCC Commissioner Yeali S. Sun and co-hosted by Commissioner Wei-Chung Teng, both of whom described how NCC unites public and private sectors with view to protecting cyber security, and encourages communications and broadcasting operators to join the NCCSC cyber protection network, thereby facilitating and promoting cross-border cyber security cooperation.
　　After warmly welcoming the officers from the U.S. Department of Homeland Security (DHS), the U.S. Department of State and the U.S. Federal Communications Commission (FCC); and GCTF members who had travelled a long way to Taiwan, Commissioner Sun explained that NCC had, within the scope of its authority, connected its platform with that of communications and broadcasting operators in order to enhance their capabilities, including the validity, effectiveness and efficiency of reporting of and responding to network device barriers or cyber security events, emphasizing that all relevant practices shall be in compliance with legal regulations to maintain the operations of the industry, society and country.
　　Participants enthusiastically discussed how NCC coordinates with the six major communications and broadcasting operators (mobile communications, satellite communications, sea cable communications, fixed line communications, DNS domains and cable TV) and controls information concerning service interruptions and device barriers thereof; they also expressed recognition on how NCC encouraged and assisted operators to autonomously join the information security protection network. During the meeting, Commissioner Sun explained that the format and information of NCCSC connection were based on the consensus of NCC (public sector) and communications and broadcasting operators (private sector) through a series of communications, negotiations and discussions. The Commissioner also highlighted how information security in Taiwan relied on cooperation and collaboration between the public and private sectors, including the government agencies, private companies and non-governmental organizations, and how international connections were also necessary to ensure the effectiveness of our joint cyber defense system.
　　In concluding the meeting, Commissioner Sun also emphasized that the establishment and installation of defense system does not guarantee cyber security. Sun restated that only by relying on cooperation and collaboration between private and public sectors, communications infrastructure and services can remain secure and reliable, which can then lead to sustainable development in digital innovations.
