In order to deepen understanding of information regarding the improvement of universal service for each item which Chunghwa Telecom Co., Ltd. executed in 2011, NCC Commissioner Shi-Chung Chang led commissioners of the fund and project team to examine the quality of universal service in Penghu County. The result can serve as a reference for commission of the fund to inspect the application of subsidy for universal service in 2011 and as a reference to approve subsidies.

　　The examination of quality of telecommunications universal service included pay phone service and local telephone service in uneconomic regions and access service for data communications.

　　In addition to the dial-up test for local telephones and pay phones in diseconomy regions, Chunghwa Telecom Co., Ltd. also examined the quality of access service for data communications in Chenggong Elementary School and Chima Elementary School. Commissioners of the fund, members of the project team and representatives from Taiwan Mobile Co., Ltd., Far EasTone Telecommunications Co., Ltd., Asia Pacific Telecom Co., Ltd. and Vibo Telecom Inc either witnessed or conducted the tests.

　　NCC, on June 18, was invited to attend the seminar on “Improvement of Video Reception Service on Outlying Islands Tongpan, Datsang and Yuanbei” held by Penghu County government. The seminar was co-hosted by Secretary-General Ding-Chien Liu of county government and NCC Commissioner Shi-Chung Chang to hear opinions from and exchange ideas with attendees.
