The National Communications Commission (NCC) has held the Award Ceremony for Outstanding Institutions in the "2023 Promotion of the Installation of Base Stations on Public Buildings and Land". Taking place on July 4th, NCC Chairman Chen Yaw Shyang presented the awards on behalf of Premier Cho of the Executive Yuan, thanking them for their active assistance; recipients were those from both central ministries and local governments, including the Ministry of Agriculture, the Ministry of Transportation and Communications, the Ministry of Economic Affairs, the Taipei City Government, the Chiayi County Government, and the Kaohsiung City Government. Chairperson Chen also called on all central ministries and local governments to continue to cooperate with the policies of the Executive Yuan policies so as to optimize 5G network infrastructure.
The NCC pointed out that in order to facilitate a higher-quality mobile internet environment for all to enjoy, the Executive Yuan has promoted a plan to accelerate the development of mobile broadband services since 2014. The NCC has cooperated with and coordinated various public agencies (institutions) to open public buildings and land to telecommunication operators to set up base stations. Public-private cooperation accelerates the construction of mobile broadband networks and optimizes mobile signal coverage; according to NCC statistics, as of the end of 2023, public agencies (institutions) had made available a total of 758 base stations at their sites.
The NCC stated that in the central government group, the Ministry of Agriculture cooperated with the Executive Yuan’s open mountain forest policy to provide land in remote areas such as Kaohsiung Tengzhi Forest Recreation Area, Yilan Datong Township Woodland, and Chiayi Zhuqi Township to build base stations so that mountaineers and remote passers-by can still benefit from mobile communications; the Ministry of Transportation and Communications' Chunghwa Post Corporation has cooperated with mobile communication operators to improve the quality of communications near post offices; similarly, the Ministry of Economic Affairs has provided power plants, Changbin Industrial Park Service Center and other places to build base stations to improve mobile communication in nearby areas.
In the local group, the Taipei City Government and the Kaohsiung City Government made space available for base stations at MRT stations, parking lots and other stations. In addition, NCC and telecom operators cooperated with the Chiayi County Government’s plan to use 5G, the characteristics of which include low latency, high bandwidth, and wide connection, to provide those in remote areas with medical and teaching services, reducing the digital divide between urban and rural areas, ultimately allowing those in remote areas to also benefit from high-speed mobile communications.
NCC emphasized that in the 2024 World Competitiveness Rating Report released this year by the International Management Institute of Lausanne (IMD) in Switzerland, Taiwan was ranked eighth among 67 rated countries/economies. Among the economies with a global population of more than 20 million, Taiwan ranked fourth. In addition, Opensignal, a well-known international rating agency, released a "Global Mobile Network Reliability" ranking of nearly 40 countries/economies in February this year in which Taiwan was ranked 8th in the world.
On behalf of the Executive Yuan, the NCC expresses its gratitude to all public agencies for their efforts and cooperation. The commission also hopes that more public agencies (institutions) will continue to make public buildings and land available to providers in order to install base stations to jointly promote the construction of 5G mobile broadband network and provide optimal mobile broadband services for the people.
