NCC passed “Directions for Subsidizing the 3.5 GHz band Improvement measures”, with which the final preparedness of 3.5 GHz for 5G license will be completed in accordance.中文

Today (the 10th), National Communications Commission (NCC) passed “Directions for Subsidizing the 3.5 GHz band Improvement measures” at its 864th committee meeting. The Directions, which have specified the 3.5 GHz preparedness subsidy targets, conditions, scope, application procedures, required documents, review procedures and supervisory assessment, will be used as the accordance for subsidy applications and implementation. NCC expects that the subsidy designated for the establishment of 3.5 GHz related improvement measures will be completed before 5G operators launching the system construction before next June (2020). It is also anticipated that the said subsidy will not only facilitate our country’s 5G network deployment and promote Taiwan’s economic growth, but also enable people of nation to enjoy the convenience brought by 5G technology.

 

NCC expressed that the 3.5 GHz frequency band (3.3~3.57GHz) in the 5G frequency spectrum would definitely be clean and usable when the 5G winning bidder started the construction. However, to prevent interference between the 5G base station thereof with the upper frequency band (3.61~4.2GHz) of Fixed Satellite Service (FSS) and existing business activities of point-to-point microwave link, NCC has proactively planned and implemented improvement measures related to the installation of band-pass filter (BPF) on radio frequency receiver for existing business activities of upper frequency band of 3.5 GHz

 

NCC indicated that the transmitting power of the 5G base station of 3.5 GHz frequency band would be bigger than the satellite reception power of the upper frequency band of FSS. To ensure that the out-band emission of 5G base station will not cause in-band or saturation like wave interference, NCC must complete preparedness plan for preventing interference of neighboring frequency bands before the release of 5G frequency spectrum.

 

NCC expressed that the application period for subsidies offered to establish improvement measures as described in the Directions was from the promulgation date thereof (the Directions will be promulgated recently) to September 30 of 2019. NCC appealed that stakeholders related to the preparedness of 3.5 GHz frequency band (such as the satellite radio and television enterprises and subscribers or lower subscribers thereof; cable radio and television system operators; FSS operators and users thereof; terrestrial television enterprises and other existing users) were eligible to submit a subsidy application within the prescribed period. NCC also aims to complete the establishment of improvement measures before the 5G winning bidder initiate system construction next year. In this way, not only will existing users of neighboring frequency bands of 3.5 GHz be able to install microwave interference preventive devices; but also the deployment of our country’s 5G network will be advanced.
