Upon the termination of 3G services on December 31, 2018, there were 53,443 3G users who had still not migrated to 4G. Nonetheless, when compared with the 6,067,805 3G users one year earlier on December 31, 2017, 99.12% of users had already made the switch. In order to protect the rights of consumers, NCC declared that all 3G users who have not migrated to 4G can keep their original phone number and can apply for any Mobile Broadband Operator’s 4G services prior to June 30, 2019. Additionally, NCC has required 3G operators to undertake the following measures before February 10, 2019 for those users:
- Operators should inform 3G users who have yet to switch to 4G that 3G has been terminated and should offer a practical way to move to 4G or a connection to customer service center.
- Once 3G users who have yet to switch to 4G agree to move to 4G, the operator should restore the service in 1 minute after basic identification has been confirmed.
- 3G users who have yet to switch to 4G can still make the emergency calls using 119 or 110 normally. (Users can still call the GSM emergency telephone number 112, even if the handset has no SIM card installed.
- 3G Operators should provide the toll free number, 0800-080-223, for those inquiring about 3G termination.
