Auction Concludes for Mobile Broadband Business (4G) License, Raises TWD28.265 billion; NCC Achieves Smooth Transition of 3G Mobile Voice Services

  • Based on 3G mobile broadband business current use, in 2100MHz frequency band, FET owns upstream from 1920MHz to 1935MHz, downstream from 2110MHz to 2125MHz, and 15MHz each for upstream and downstream frequencies. T STAR owns upstream from 1935MHz to 1945MHz, downstream from 2125MHz to 2135MHz, and 10MHz each for upstream and downstream frequencies. TWM owns upstream from 1945MHz to 1960MHz, downstream from 2135MHz to 2150MHz, and 15 MHz each for upstream and downstream frequencies. CHT owns upstream from 1960MHz to 1975MHz, downstream from 2150MHz to 2165MHz, and 15MHz each for upstream and downstream frequencies.

  • Based on 4G spectrum released in 2013, in 1800MHz frequency band, TWM purchased upstream from 1710MHz to 1725MHz, downstream from 1805MHz to 1820MHz, and 15MHz each for upstream and downstream frequencies. CHT purchased upstream from 1725MHz to 1735MHz, downstream from 1820MHz to 1830MHz, and 10MHz each for upstream and downstream frequencies. FET purchased upstream from 1735MHz to 1750MHz, downstream from 1830MHz to 1850MHz, and 20MHz each for upstream and downstream frequencies. CHT purchased upstream from 1755MHz to 1770MHz, downstream from 1850MHz to 1865MHz, and 15MHz each for upstream and downstream frequencies.
  • NCC new released upstream from 1770MHz to 1785MHz, downstream from 1865MHz to 1880MHz, and 15MHz each for upstream and downstream frequencies this time.
  • According to 4G auction results this time, in 1800MHz frequency band, CHT purchased C6-1 frequency block, upstream from 1770MHz to 1775MHz, downstream from 1865MHz to 1870MHz, and 5MHz each for upstream and downstream frequencies.

The National Communications Commissions (NCC) announced the winners of the third wave of auction of spectrum for mobile broadband business (4G) licenses on 15 November 2017.

This is the first time that spectrum has been auctioned through two stages. In the first stage, bidders determine the number of blocks they wish to obtain through a multi-round auction with quantity-based bidding. In the second stage, which is a location-based auction, they further engage in bidding for specific assignments in accordance with the number of the blocks that they have won, enabling bidders to secure contiguous bandwidths and maximize spectrum use.

The entire 120MHz in the 2,100MHz band and 10MHz out of 30MHz in the 1,800MHz bands (a total of 130MHz) were successfully auctioned for mobile broadband service use. After 38 rounds of quantity-based bidding taking place over four days, as well as the location-based bidding today, Chunghwa Telecom (CHT), Taiwan Mobile (TWM), Taiwan Star Telecom (TSTAR), and Far Eas Tone (FET) have all acquired spectrum.

The auction has raised a total of TWD28.265 billion. In the 2,100MHz frequency band, CHT obtained four lots (E9-E12) of 10MHz for TWD8.665 billion; TWM purchased four lots (E5-E8) of 10MHz for TWD8.6 billion; TSTAR purchased one lot (E4) of 10MHz for TWD2.215 billion; FET acquired three lots (E1-E3) of 10MHz for TWD6.515 billion.

In the 1,800MHz frequency band, CHT obtained one lot (C6-1) of 10MHz for TWD2.27 billion. Please refer to the table below:

2,100MHz frequency band licenses expire on 31 December 2018. NCC noted that all bidders selected frequency that had been allocated for their original 3G service. The four successful bidders plan to use heterogeneous networks to extend 3G mobile voice services. NCC stated that it will ensure that subscriber voice services are not interrupted during the transition from 3G to 4G services.

Spectrum is a key enabler of the digital economy, and NCC is pleased that the auction has enabled this spectrum to be released for use and that the valuable 2,100MHz and 1,800 MHz bands will support mobile broadband services across Taiwan.
