NCC passed Amendments to “Guidelines for the Inspection of Telecommunications Network Radio Stations established for Academic, Educational or Experimental Research and Development” to largely relax the operation of radio station Inspection and shorten the inspection period in order to facilitate 5G technology development and experimental service innovations and applications.中文

Today (the 3rd), National Communications Commission (NCC) passed amendments to “Guidelines for the Inspection of Telecommunications Network Radio Stations established for Academic, Educational or Experimental Research and Development” at its the 863rd meeting. The said amendments were made primarily to simplify and amend radio station inspection operations after the adoption of amendments to “Administrative Regulations for the Establishment and Operation of a Telecommunications Network for the Academic and Education Purposes or Dedicated Experiments and Research and Development Purposes” promulgated on January 2 for introducing the experimental area system. Besides, the radio station inspection mechanism of aforesaid experimental network is also adequately adjusted in response to the increasing diversity of radio equipment and frequency use. It is expected that the inspection schedule for radio stations established for domestic emerging technologies (ex. 5G, IoT and IoV), innovative applications, vertical technology and business experiments will be shortened (from 30 days to 14 days for specific experimental areas). All of these will help our country not only to facilitate domestic technological development and experiments on business innovations and applications, but also to grasp the opportunity of developing new generation equipment and services and further promote our country’s digital economy.

 

NCC explained that 5G, IoT and IoV relevant technology and innovative services would create enormous digital economy. In response to various experimental and testing demands derived from this trend, and in order to provide people of the nation a legal environmental for experimenting on vertical technology and service innovations and applications through experimentally developed telecommunications network, NCC has, considering the frequency characteristics of experiments taken place in experimental area, adequately simplified the experiment management mechanism of  “Administrative Regulations for the Establishment and Operation of a Telecommunications Network for the Academic and Education Purposes or Dedicated Experiments and Research and Development Purposes” and opened written inspection operations thereof. With respect to radio station inspection mechanism of this type of experimental area, the amendments were made to add written inspection related items this time. Besides, in response to the trend of developing 5G radio frequency in high frequency band and to the increasing diversity of radio equipment and frequency use, NCC has continuously enhanced and upgraded practice in and rules governing the inspection of experiment radio stations. In overall, on the premise of preventing radio wave interference, NCC encourages and supports the development of academic, educational and experimental research and development. The highlights of amendments made this time include:

 

1.Rules governing new written inspection: The 5G development will largely ameliorate current communications technology and create diversity of IoT and IoV applications and services. With respect to “experimental area for innovative experimental spectrum and other testing conditions” set in the “frequency supply plan”, coordination and confirmation has been made to specific experimental frequency used in specific experimental area using radio wave interference. Therefore, on the premise of not affecting the orderly sequence of radio waves, written inspection operations are now adopted for experimental radio stations for the purpose of process simplification. Besides, radio station inspection items and standards, inspection self-assessment and inspection records for specific experimental frequencies used at specific experimental sites are also added to shorten the radio station inspection schedule (from 30 to 14 days). This approach not only simplifies relevant operations and optimizes the convenience of applicants, but also speeds up the installation and distribution of 5G experimental network, enabling the industry to grasp the opportunities for technology and innovations.

 

2.No secondary harmonics shall be measured for the inspection of experimental radio stations with 8GHz above frequencies: Considering the increasing use of high frequency radio waves; the shorter distance of high frequency radio waves than low frequency radio waves; the fact that experiments often take place indoor, in specific areas or in school; the physical characteristics of 16GHz above radio waves (ex. microwave and radar) as line of sight (LOS); and the limit number of 16GHz above radio stations, the experimental radio station whose primary radio waves are above 8GHz (secondary harmonics are above 16GHz) barely interfere with existing radio stations. Therefore, as there is no necessity to measure secondary harmonics thereof, an amendment was made to the Guidelines: with respect to those whose transmission frequency is lower than 8GHz, the power of its secondary harmonics shall comply with Article 20 of Administrative Regulations on Radio Waves.

 

3.Amended the inspection standard for maximum radio power density: In response to the increasing use of high frequency radio waves, the inspection standards for maximum radio power density was amended in accordance with the referential value of environmental magnetic field exposure for general public as prescribed in “Guidelines for Limiting Exposure to Time-varying Electric, Magnetic and Electromagnetic Fields” announced by Environmental Protection Administration, Executive Yuan. Besides, for the consistency of radio power density unit in regulations such as “Regulations for Administration of Base Stations of Mobile Communications Network Businesses”, mW/cm2 is set as the standard unit therefor. After the amendment, the inspection standards for maximum radio power density are as follows: 0.2mW/cm² for those under 400MHz; for those between 400MHz and 2000MHz, the amount of frequency times 0.0005mW/cm²; and 1.0mW/cm² for those whose frequency is over 2000MHz.

 

4.Added inspection standards for the initial and final value of transmitted frequency: In response to the increasing diversity of radio equipment and frequency use; and the popularization of digital and broadband technology, inspection practice shall timely progress. Apart from the frequency of transmission center and tolerance in errors, the initial and final values of transmitted frequency are also added to inspection standards. Besides, it is also prescribed that equipment’s terminal reading value, equipment’s panel reading value, testing instrument’s measurements and original factory’s testing reports (select one only) shall be provided as a record while making inspection methods of the experimental radio station even more practical; and to bring more flexibility and possibilities to experiments related to research and development.

 

NCC stressed that the adequate amendments to the said regulations can speed up and simplify the establishment of radio stations set for technology and business experimental network, making the radio station inspection and management mechanism even more flexible. This can also facilitate technological development of different networks or business models on a pre-market business platform; and further create the values of experimental network to create an environment that will boost up the development of 5G, IoT, IoV and vertical technology related innovations and applications.
