Regulations on Telecommunications business Providing the Handicapped Special Services  (Feb. 12,  1998)

Article 1
  These Regulations are promulgated pursuant to Article 55 of Handicapped Protection Act.

Article 2
  The terms of these Regulations are defined as follows:
1. “Telephone for Poor Eyesight”: means on top of 「5」or the surrounding on the telephone dial shall attach with a convex point, so that poor eyesight will dial properly with the fingers.
2. “Telephones for Poor Hearing”: means the telephones with voice enhancement, vibrating alert or flash ring. 
(1)”Voice-enhanced Telephones”:means to possess ordinary functions of a telephone and a receiver with a voice-enhanced device, which the maximum of gain can achieve above 25 dB.
(2)”Vibrating Alert Telephones”:means to possess ordinary functions of a telephone and install a special receiver with “Bone Transmission”, so that Poor Hearing will be received by the vibration on the skull.
(3)”Flash Ring Telephones”: means ordinary telephones can be connected in parallel via in-house lines to install at an appropriate place, and controlled by flash ring of a exchange board with the control of flash lamp to remind Poor Hearing of attention.
(4)”Call Diversion Service for Poor Hearing and Mute”: means a desk clerk for Poor Hearing and Mute spreads the message with a fax and telephone, so that Poor Hearing and Mute can communicate with ordinary subscribers by artificial communication service. 

Article 3
  Local Network Service Operators shall provide Handicapped with the following services:
1. The release of the telephones for Poor Eyesight
2. The release of the telephones for Poor Hearing
3. Call diversion service for Poor Hearing and Mute
4. The installation of fax number for Poor Hearing and Mute to handle each Telecommunications service

Article 4
  Mobile Service Operators shall provide with the lease of the telephones for Poor Eyesight. 

Article 5
  Operators who provide the public phone service shall consider needs or via the application of related units to install the public phone, whose height is not allowed above 115cm, conveniently for Handicapped.

Article 6
  The DGT shall intensely supervise Local Network or Mobile Network Service Operators to put this Act into practice. 

Article 7
  If necessary, the DGT must require Local Network or Mobile Network Service Operators to deliver the related forms of special service. 

Article 8
  These Rules shall come into force from the date of promulgation
