Spectrum Management
Frequency is assigned in accordance with the Table of Frequency Allocation in Taiwan based on the ITU Radio Regulations and WRC resolution.
Goals of spectrum management
- Fulfill demands for spectrum and enhance spectrum efficiency.
- Strengthen economical and industrial development.
- Promote technological innovation and research.
- Develop a fair and transparent process for spectrum management and allocation.
Principles of spectrum allocation
- Comply with international regulations and agreements.
- Maximize public interests from the use of spectrum.
- Encourage the use of higher frequency.
- Promote the sharing and reallocation of spectrum.
- Satisfy demands of different sectors for spectrum.
- Retain spectrum for new technology and future expansion.
Frequency assignment criteria
The NCC examines the application of frequency assignment in accordance with the following considerations:
- Whether the use of frequencies complies with the Frequency Allocation Table.
- Whether the use of frequencies complies with the related provisions of the International Telecommunication Convention or the International Telecommunication Union Radio Regulations.
- Whether the use of frequencies is necessary.
- Whether the use of frequencies shall be efficient and free of interference.

Digital dividend
The digital transition was completed in July 2012. The planning of digital dividend made available by the transition of terrestrial television broadcasting from analogue to digital is as follows:
- UHF band (608-704MHz):
- 698-704MHz: released for mobile broadband service (4G) use in 2013;
- 608-698MHz: Planned for release for mobile broadband service after 2017.
- VHF band (76-88MHz): Planned for public and national security use.
- Part of the unassigned VHF/UHF frequency has been used for TVWS pilot trials.
