NCC Chairperson and Commissioners visit Lanyu to inspect construction of communications facilities
  During the period from May 7 to 9, 2020, Chairman Chen along with Commissioners Hung Chen-Ling, Teng Wei-Chung and Sun Yeali, colleagues in the Dept. of Southern Region Affairs, as well as personnel from the five mobile communication companies - Chunghwa Telecom, Far EasTone Telecomm, Taiwan Mobile, Asia Pacific Telecom and Taiwan Star Telecom - visited Lanyu Township, Taitung County to inspect constructionsof the township’s communications facilities and measure quality of mobile communications on Lanyu Island and inshore waters in connection to the "Forward-Looking Infrastructure Plan- Strengthening Disaster Prevention and Relief Mobile Communications Infrastructure Plan".
  It was noted that the stationary disaster prevention and relief mobile communications platform on Langdao, Lanyu Township has been fitted with an antenna tower that can withstand wind of class 15, as well as an 80kW diesel engine generator. By means of a special budget to support the plan, the commission has provided subsidies to the mobile communication operators totaling NT$7,097,100 out of the total construction costs of NT$14,257,190. It is expected that if the city power is interrupted due to a disaster, the said generator can provide power to the disaster prevention and relief mobile communications platform to ensure operations for more than three days, improving the reliability of local mobile communications networks and ensuring external communications can be maintained.
  The establishment of an enhanced mobile communications platform for disaster prevention and relief is a key foundation for high-quality digital services and experience. Through the Forward-Looking Infrastructure Plan, telecommunications companies have been enabled to boost their investments in local infrastructure. And when disaster strikes, Public Warning System (PWS) messages can be received without issues and the 112 emergency phone service can still be used. What’s more, this project also enables the central and local governments to communicate and exchange the reporting of disaster prevention and relief information in potential disaster areas or remote areas in an instance, improving efficiency of disaster prevention and relief. And during normal times of no disaster, local people, inshore fishermen and tourists, etc., can also access mobile communications services and obtain information to meet the needs of various sectors, such as agriculture, clothing, housing, transportation, education and entertainment, all of which moves towards realizing the goal of digital inclusion and safeguarding the rights and interests of people on offshore islands to digital communications.
