National Communications Commission(NCC) celebrated its 15th anniversary, as well as the Lunar New Year, on February 22, 2021 and were joined by the Federal Communications Commission (FCC), the International Institute of Communications (IIC), the Communications Regulatory Commission of Mongolia (CRC), the Federal Telecommunications Institute (IFT) and the Korea Communications Standards Commission (KCSC), all of whom participated in the celebrations by expressing heartwarming greetings and best wishes to NCC by video messages (due to the severity of the pandemic) demonstrating the close bond NCC has achieved with these organizations through numerous international exchanges over the years.
　　NCC Chairperson Yaw-Shyang Chen took the opportunity to highlight the achievements of the commission during this time; he mentioned that although fifteen years is still young for an organization, NCC had been able to complete many important tasks, acknowledging the joint efforts of previous commissioners and colleagues.
　　He outlined progress NCC had made in telecommunications, such as promoting the construction of digital infrastructure in remote areas and completing 4G and 5G mobile broadband release. He also explained how NCC is playing a crucial role in cyber security protection in Taiwan, helping to improve cyber security capabilities and also highlighted the significant reform that was undertaken to promulgate the Telecommunications Management Act, which has reduced previously heavy regulation on the telecommunications industry, and is beneficial to the development of various innovative application services.
　　In the area of broadcasting, the Chairperson described how NCC had overseen a number of major media equity and license replacement cases, and remained committed to promoting media literacy and urging the broadcasting industry to ensure the rights of minors, genders, disabilities and disadvantaged are protected, allowing Taiwan to make considerable progress in human rights.
　　The Chairperson specified that NCC was born in response to the digital convergence, but the rise of the Internet over the past 15 years has brought many challenges. For instance, the recent dispute over the payment of news media content between the social media giants and the Australian government shows that the Internet issues cannot be solved by a single country or a single organization. It relies on cross-border discussions and cooperation. Consequently, to find solutions to the emerging challenges of digital convergence, the draft of the “Digital Communications Act” and the “Over-The-Top Media Services Act” currently developed by the NCC. The NCC hopes that after the pandemic passed, it will be able to continue to communicate and exchange with international communications organizations.
　　The mission of the NCC is to respond the future era of digital convergence; however, the rapid development of internet ecosystem has brought many challenges. The Chairperson also described how NCC has undergone various policy and regulation adjustments and that in the near future, another organizational transformation will take place to help the NCC prepare and respond to future developments of innovative technology, as well as the goals of the entire country and industry development.
　　Chairperson Yaw-Shyang Chen concluded by saying that in the future, NCC shall face new situations and undertake new supervisory tasks. He expects all colleagues at NCC can effectively adapt to future challenges with the aim of improving society as a whole and even international communications, in which a free and safe environment and future digital economy can benefit all. Last but not least, he emphasized that the NCC hopes to continue its communication and cooperation with the world after the pandemic.
