On October 4, 2024, Commissioner Chen Chung-Shu, Commissioner Wang I-Hui, and representatives from relevant departments of the National Communications Commission (NCC) met with John Giusti, Global Chief Regulatory Officer of the GSM Association (GSMA), Sihan Bo Chen, Head of Greater China, and Joe Guan, Head of Policy Greater China. The NCC and GSMA exchanged views on several issues, including fraud prevention, the competition and cooperation between satellite and mobile communication markets, and the development of telecommunications technology.
Regarding the issue of anti-fraud in telecommunications, GSMA stated that its “Open Gateway” initiative, through open network APIs, can promote cooperation among telecom operators worldwide so as to address a number of challenges, including fraud and cybersecurity. Currently, Chunghwa Telecom, Taiwan Mobile and Far EasTone have joined the initiative in Taiwan, but more active participation from different industries is needed to achieve greater synergy. GSMA is now actively working with telecom operators and financial institutions around the world and hopes to share more success cases at the next MWC Barcelona.
As for the development of satellite communications technology, GSMA stated that satellite communications have brought new opportunities to the telecom industry, such as expanding coverage, especially in remote areas or during disasters, providing more comprehensive communication services. However, some challenges have arisen due to the technology, such as spectrum allocation, cross-border interference, and licensing issues, all of which require regulatory agencies from various countries to explore solutions together.
During the meeting, the two sides also discussed the current development of 5G and 6G, as well as issues such as Open Radio Access Network (Open RAN) and diversified competition in the telecom equipment market. GSMA also shared the latest industry status and international telecom regulatory trends. The NCC expressed its expectation to maintain communication and cooperation with GSMA in the future and jointly promote the development of the telecom industry.
