The Communications Policy & Regulation Week (CPR Week) was recently held by the International Institute of Communications (IIC), taking place in Bangkok, Thailand, from November 4 to 7, 2024. National Communications Commission (NCC) Commissioners Jiang-Jia Wang and Chung-Shu Chen were both in attendance leading the Taiwan delegation.
Commissioner Jiang-Jia Wang participated as a panelist at the International Regulators’ Forum session on anti-fraud measures, where he shared Taiwan's policies and experiences in combating fraud. The anti-fraud session was moderated by Samantha Yorke, Commissioner of the Australian Communications and Media Authority (ACMA), with panelists including Ben Wong, Director of the Singapore Infocomm Media Development Authority (IMDA) Network Project Office; Emmanuel Gabla, Commissioner of the French Regulatory Authority for Electronic Communications and Posts (ARCEP), as well as Commissioner Wang. The panel discussed the growing threat of telecom fraud and the measures various countries have adopted to address it. They also explored opportunities and challenges arising from emerging technologies like artificial intelligence (AI). They agreed that, due to the transnational nature of telecom fraud, regulators should enhance cooperation with each other.
During the session, Commissioner Wang shared Taiwan’s “Next-Generation of Anti-Fraud Strategy Guidelines,” issued by the Executive Yuan, and the “Fraud Crime Harm Prevention Act,” which was passed in July 2024. The NCC has required telecom operators to comply with anti-fraud measures across four key areas: 1) Implementing verification and registration mechanisms for telecom services; 2) Blocking users who engage in fraud; 3) Preventing arbitrary transfers of telecom services; and 4) managing high-risk users to prevent the abuse of telecom services. Additionally, to curb fraud involving prepaid cards, the new law enables telecom operators to connect to relevant databases to accurately trace users’ entry or exit records, reducing the risk of telecom services being used for fraud. Commissioner Wang emphasized that both Taiwan’s telecom operators and the NCC are actively seeking international cooperation on anti-fraud efforts. Major telecom operators have already joined the GSMA Open Gateway initiative, which is used to support telecom fraud prevention actions. The NCC shall continue to engage in policy exchanges with regulators worldwide to promote international collaboration and share regulatory experiences.
At the CPR Week, Commissioners Jiang-Jia Wang and Chung-Shu Chen also had discussions with regulators from various countries. They held a bilateral meeting with Professor (Clinical) Sarana Boonbaichaiyapruck, Chairman of Thailand’s National Broadcasting and Telecommunications Commission (NBTC), to discuss telecom fraud policy cooperation, LEO (Low Earth Orbit) satellite network development, and mobile spectrum planning. Additionally, the commissioners met with Jeremy Godfrey, Executive Chairperson of the Irish Media Commission (Coimisiún na Meán), to exchange views on issues such as online platform governance, online safety policies, and Taiwan’s participation in the Global Online Safety Regulators Network (GOSRN). Regulators from various countries expressed a positive outlook on strengthening cooperation with the NCC in the future.
Through continuous participation in international conferences, the NCC gains deeper insights into global trends and challenges in communications. Based on this knowledge, the NCC actively develops corresponding policies to create a safe and trusted industry environment while protecting users' rights.
