In order for the public to recognize, interpret, and critically analyze information in the media, the NCC has been collaborating with regulated business, universities, and civic organizations since 2019, utilizing existing resources to promote and enhance media literacy across the nation.
Throughout 2024, the NCC has been implementing the Civic Empowerment Program, partnering with ten organizations: Power Radio Co., Ltd., Lian Hua Broadcasting Co., Ltd., Cheng Sheng Broadcasting Co., Ltd., Feng Ming Broadcasting Co., Ltd., Fengmeng Cable TV Co., Ltd., the Graduate Institute of Mass Communication at National Taiwan Normal University, the Department of Communication Arts at Chaoyang University of Technology, Association of Taiwan Journalists, the Mustard Seed Mission, and the Hualien County Island of Light Cultural and Arts Foundation. Together, from July to December, they coordinated to hold twenty-two events across northern, central, southern, eastern Taiwan, and the outlying islands with view to enhancing civic empowerment. Themes for these events included the prevention of misinformation, media accessibility, media literacy, child and adolescent privacy protection, gender equality, consumer protection, and the ethical use of AI technology in audiovisual production. The target audiences include the general public, children and adolescents, senior citizens, new immigrants, and people with disabilities, with over 1,500 participants participating.
The NCC shall continue to plan and organize civic empowerment activities, aiming to expand public participation and equip individuals with the knowledge and skills needed to critically analyze information in an era of rapid change, while enhancing advanced media literacy skills such as media creation and usage.
