Chairperson Herng Su led a delegation consisting of Commissioner Shyue-Win Wei and, deputyvice director-general of Planning department Der-Wei Wang, and others to attend the GSMA Mobile World Congress 2012 and ministerial conference in Barcelona, Spain, which took place from February 26 to March 2 2012. In all, approximately 600 directorates and high level officers of communication authorities and supervisory agencies attended the conference. After the Chairperson of GSMA and Italian Telecommunication Franco Bernabè welcomed the attending ministerial officers and governmental representatives of all countries, then Chairperson of Federal Communications Commission of United States Julius Genachowski gave a speech, which attracted lively discussion among the participants.

The focus of discussions at the ministerial conference included the benefits of Near Field Communications (NFC) to the social economy, the enhancement of privacy in mobile communications and promotion of economic growth, digital conversion, digital dividend, and the life-linking mobile devices, etc. Concerning NFC, the essence of the discussion was how to combine mobile devices and SIM safety functions in order to provide financial trading transparency, improve the public services, reduce carbon emissions, and enhance the development of social economy. With the issues of privacy protection while using mobile devices, how the supervisory authorities take innovation, business opportunities and economic growth into account and establish the laws and regulations for governmental supervision was explored. Furthermore, by sharing such experiences and case studies in digital
conversion and the digital dividend planning of countries, participants were able to establish benchmarks for reference for future policy.

In addition, a key area of this congress – the mobile communication exhibition was also a grand event for world’s mobile communication industry to exhibit; All the mainstream manufacturers introduced new mobile devices and with the objective of optimizing lifestyle through ICT. Some of the highlights of the exhibition included the smart phone and tablet PC with LTE technology, quad-core smart phone with graphic processor, tablet PC with high definition and large screen, the smart phone with latest operation system, terminal equipment that combines with tablet PC and mobile phone; small base stations with LTE technology; terminal equipment with TD-LTE technology and mobile broadband utility and vision of the mobile applications (apps), mobile cloud, mobile health care, mobile wallet and embedded mobile devices.

In the court of ministerial conference, Chairperson Su exchanged opinions with a broad range of high-ranking officials from numerous countries, including Vietnam, Sweden, the Czech Republic, Austria, and others on various topics, such as planning, sharing and harmonization of spectrum, international broadband development, Fiber-To-The-Home.
