Ms. Andrea Wu, President of American Chamber of Commerce in Taipei and representatives from the Telecommunications and Media Commission visit NCC to discuss telecommunications and media issues中文
NCC Chairperson, Howard S.H. Shyr and Vice Chairperson, Hsiao-Cheng Yu, on November 13, 2012, received the President of American Chamber of Commerce in Taipei, Ms. Andrea Wu, who led a delegation of 11 representatives from Telecommunications and Media Commission under the chamber. Both parties exchanged ideas and opinions regarding cross-strait investment in the telecommunications industry, planning of 4G licensing, simplifying the procedure for the renewal of licenses, and regulatory issues with respect to new video contents under digital convergence.
 The aforementioned issues had already been raised by the chamber in its White Paper of American Chamber of Commerce, published in early June of this year. Although the NCC had already formally responded to the American views outlined in the paper, the meeting was organized to strengthen the interchange between governmental organizations and industries and for NCC to discuss and explain its views on the issues with representatives of the chamber face to face.
 With regards to the issue of restrictions on cross-strait investment in the telecommunications industry, based on principles of mutual respect and negotiations taken step by step, NCC explained how it was necessary to carefully examine certain factors, such as the protection of personal information, telecommunication supervision, and national security while dealing with cross-strait investment. Moreover, the commission emphasized that opinions from industries and scholars are taken into consideration. The NCC conveyed that to benefit enterprises in Taiwan, investment in affairs related to  telecommunications could be expanded, as long as it remains beneficial to domestic industries and does not adversely affect information security.
 Turning to the planned schedule of 4G licensing, it was noted that a public hearing will be held in late November or early December of this year to solicit views from both the public and industry. Related regulations have been scheduled to be completed in June, with the NCC accepting applications for licenses in July and beginning the examination of applicants in September of 2013. The 700MHz, 900 MHz and 1800MHz bands have been scheduled to be released by the end of December next year.
 NCC emphasized how the applications for licenses, their examination, assessments, and renewal are conducted in accordance with the Satellite Broadcasting Act. In the future, the procedure for the renewal of licenses will be simplified to enhance its administrative efficiency.
 Concerning the controversy of intellectual property rights of internet contents, NCC underscored how it considers this a serious issue. It is worth noting, however, that the relevant regulations are governed by Intellectual Property Office, Ministry of Economic Affairs. Due to the duties of each governmental department and their division of labor, NCC suggested that American Chamber of Commerce in Taipei serve as a platform to raise the issue to the level of public policy and to find solutions to protect the benefits of the industry.
 In conclusion, Ms. Andrea Wu expressed that in recent years, American Chamber of Commerce in Taipei has been communicating with the NCC smoothly, and she believed that the development of telecommunication and broadcasting industry in Taiwan will be more internationally competitive in the future.
