From September 11th to the 20th, a delegation of five members of the NCC - including Commissioner Lee, Ta-Sung, Commissioner Liu, Chorng-Jian and Commissioner Weng, Hsiao-Ling - left for Washington DC and New York and visited several communications regulatory institutions and related authorities to establish future bilateral official exchanges and cooperation. They also visited communications institutions and organizations, hoping to learn from American experiences in development and policy principles, especially in regards to policies related to communications regulation and convergence.

This event was arranged by the U.S. Department of State and the American Institute in Taiwan. The delegation from Taiwan paid calls on the Federal Communications Commission (FCC), National Telecommunications and Information Administration (NTIA), United States House of Representative, Telecommunications Industry Association, ABC News, WNET Channel 13, Gotha, Gazette, Citizens Union Foundation, among others. Discussions ranged from the transition to digital television, frequency spectrum regulation, national broadband project, to media management.

NCC Commissioner Lee, Ta-Sung, invited by the FCC, gave a presentation on the Overview of Taiwan Broadband Development and briefed FCC staff members on the widespread achievements of national broadband plans, telecommunications and broadband market status in Taiwan and the challenges. Nearly fifty people attended the discussion; it was given favorable reviews.

In conference, the Deputy Assistant Secretary of NTIA, Ms. Anna M. Gomez, also shared with the NCC delegation the American experiences in and challenges of the digital television transition, including policy promotion, the coupon project, household identification, and the recycling of frequencies. She mentioned the key to the success of digital conversion in the USA laid in the complete legal support. Her talk serves as valuable reference material for the future digital television transition in Taiwan.

In addition, when the NCC delegation visited the Committee on Energy and Commerce under the United States House of Representative, a senior lawyer, Mr. Neil Fried, also shared with them the current significant communications issues and regulations the US is facing and declared a neutral attitude of the American government in terms of technology and market development.

In addition to learning from the American experience, the NCC delegation, warmly welcomed by every institution and organization they visited, also shared information on the development of communications in Taiwan. NCC believes based on this visit, bilateral cooperation between Taiwan and U.S. can be further consolidated and more substantial achievements can be expected in the future. Already, NCC has been planning to hold video conferences with FCC and NTIA or invite specialists from the U.S. to visit Taiwan.
