NCC Chairperson Yaw-Shyang Chen attends the “2020 ECCT EU-Taiwan Telecom Forum,” delivers talk entitled Telecommunications Management Act and Development of 5G industries中文
  NCC Chairperson Yaw-Shyang Chen participated at the “2020 ECCT EU-Taiwan Telecom Forum” where he gave a presentation entitled, Telecommunications Management Act and Development of 5G Industries on September 8th.

  During his talk, Chairperson Chen noted that although the Covid-19 epidemic, since the beginning of the year, has significantly disrupted the global economy and people’s lives, it has also made societies more aware of the key role the ICT industry plays in our lives. Consequently, this has led to greater expectations and visions for the potential changes to be brought about by 5G. Chairperson Chen also highlighted how Taiwan is very much at the forefront of these developments and that the first wave of auctions for 5G spectrum was successfully completed this February. As such, Taiwan, as well as other advanced countries, has entered a new era of 5G and has opened up a range of key opportunities for industrial innovations.
  Chairperson Chen also outlined how the Executive Yuan plans to use the excess 5G spectrum funds for the "Forward-Looking Infrastructure of 5G Promotion Plan," the aims of which are to accelerate 5G infrastructure, reduce the digital divide between urban and remote areas, and promote digital public services. This Plan is expected to promote sustained investment in the 5G industry and innovative applications, satisfy the public’s demand, and balance urban and rural development.
  In the face of these changes and the need to establish a forward-looking and flexible regulatory environment, Chairperson Chen further stated that the Telecommunications Management Act can be considered as the catalyst of the transition to a new regulatory framework. It introduces hierarchical management and lowers the barriers to entry for industry players. It also relaxes certain regulations pertaining to the construction of telecommunications networks and network sharing, and allows spectrum leasing, lending and transfer to create a friendlier and more innovative service environment.
  Finally, Chairperson Chen emphasized that NCC has always adhered to the principles of openness, connection, and innovation, the spirit of the rule of law enacted in the Telecommunications Management Act. And that NCC cooperates with all sectors to facilitate digital development to respond to the needs of the 5G era.
  The theme of the forum was entitled 5G Opportunities and Challenges in the New Decade, in which the opening remarks were given by Mr. Giuseppe Izzo, Chairman of European Chamber of Commerce Taiwan, Mr. Filip Grzegorzewski, Head of Office of European Economic and Trade Office, and Dr. Zse-hong Tsai, Executive Secretary of Office of Science & Technology of Board of Science and Technology, Executive Yuan.
  Besides NCC Chairperson Chen, Dr. Zse-hong Tsai, Executive Secretary of Office of Science & Technology of Board of Science and Technology, Executive Yuan; Mr. Hong-wei Jyang, Director of Department of Cyber Security, Executive Yuan; Dr. Stefan Krame, Delegation of the EU to Japan of First Counsellor for Science, Innovation, Digital and other EU Policies; Mr. Johnson S. Chiang, Director-General of European Affairs of Ministry of Foreign Affairs; and Mr. David Ringrose, Head of International Affairs of DG CONNECT European Commission all gave presentations on specific issues, including Taiwan’s 5G Action Plan 2019-2022, Cyber Security, GDPR, the digital society, as well as the European Digital Strategy.
