　　It’s a great pleasure to be here today and have this opportunity to see Taiwan and its like-minded partner, the United States, announce the Joint Declaration on 5G Security which confirms the determination of both sides to strengthen cooperation concerning info-communications security with the shared aim of flourishing 5G development and related applications in the future.
　　During her inauguration speech on the 20th of May, President Ing-Wen Tsai declared the development of six core strategic industries, one of which is to combine the strengths of 5G and the digital transformation to fully develop the national info-communications security industry. As such, info-communications security policies in Taiwan are guided by the policy of “information security equals national security,” underscoring the importance of info-communications security policies as part of national security.
　　The 5G network has already become a national critical infrastructure; therefore, a-security-by-design approach should be adopted in the roll out of 5G networks and services. During 5G spectrum bidding in 2019, the NCC specifically requested the winning tenders to propose a 5G Info-communications Security Maintenance Plan so that while the 5G network is being established, security of 5G mobile broadband critical infrastructure and the safety of consumer privacy can be ensured.
　　With the commercialization of 5G broadband, as well as the impact of COVID-19 pandemic, needs for remote work, online shopping and distance learning are rising. As a result, 5G services have not only brought new business opportunities, but also cyber security risks, especially as Taiwan is facing complicated and various threats to cyber security from abroad. Therefore, it has become a crucial issue to build safer and more trustworthy network environment.
　　The Taiwan “Cybersecurity Iron Triangle,” which is assembled by the National Security Council, the Department of Cybersecurity, and the National Communications Commission, is at the frontline of cyber security in Taiwan. Hence, the purpose of the National Communications and Cyber Security Center (NCCSC) of NCC is to accelerate and strengthen the reporting and responding mechanism of communications and broadcasting operators during cyber security incidents, and to maintain the smooth operation of industry, society and government. The NCCSC also undertakes joint defense with international allies through international cooperation.
　　The endorsement of the Cyber Security Management Act has set up a legal framework for cyber security for both public and private sectors in Taiwan, to better manage critical infrastructure and maintain cyber security. In July of 2019, the Telecommunications Management Act came into effect, which stipulates that the adoption of telecommunications equipment must satisfy concerns of national security and standards on cyber security. All these will help Taiwan build a more trustworthy info-communications environment all the way from the endpoint to the cloud so as to enhance national and cyber security.
　　“Precaution averts peril.” It is my belief that the cooperation of Taiwan and the United Sates will facilitate the build-up of a more resilient and safer info-communications environment and enable the future digital economy to continue to flourish!
