In coordination with the Telecom Technology Center (TTC), NCC, on 30 October 2021, held a seminar entitled, "FUTURE IS NOW: A Vision for the Present and Future of the NCC", in which experts and scholars in the fields of communications and law were invited to discuss reform of communications regulatory system for digital governance in Taiwan, as well as the organizational transformation and future challenges of regulatory bodies in the era of the digital wave sweeping the world. The opening remarks were given by NCC Chairperson Yaw-Shyang Chen and, with view to facilitating exchange with relevant parties and the research community, NCC commissioners Lih-Yun Lin, Yeali S Sun, Wei-Ching Wang and Chi-Hung Hsiao were also in attendance.
Invited experts and scholars in attendance were Mr. Yuan-Hui Hu and Shih-Hung Lo from the Department of Communication, National Chung Cheng University; Mr. Ping-Hung Chen from the Graduate Institute of Mass Communication, National Taiwan Normal University; Mr. Meng-Nan Lin from the Department of Financial and Economic Law, Chung Yuan Christian University; Mr. Shyr-Hau Shyr from the Department of Law, National Dong Hwa University; Mr. Li-Hsiang Lu from the Department of Educational Management, National Taipei University of Education; Mr. Kuo-Jung Chuang from the Department of Public Administration, National Chengchi University; Mr. Cheng-Ran Chen, Chairperson of Digital Transformation Association (DTA); Ms. Chen-Ling Hung from the graduate Institute of Journalism, National Taiwan University; Mr. Wen-Chung Guo from the Department of Economics, National Taipei University; Mr. Jason C.S. The seminar consisted of three themes and comprehensive panel discussions with the objective of grasping key opportunities of digital governance and organizational transformation. The discussions covered the transformation and future of Taiwan's communications regulatory bodies and systems from the perspectives of certain trends in global communications, technological developments, industry integration, innovation and regulatory harmonization.
During his opening remarks, NCC Chairperson Yaw-Shyang Chen stated that in order to plan digital development resources in Taiwan as a whole and assist various industries to implement the digital transformation, the Executive Yuan passed the Ministry Of Digital Development Organization Bill on March 25, 2021, meaning the nation would soon undergo a new wave of government organizational restructuring. As such, NCC would be taking on new dimensions and responsibilities. In that light, the seminar would discuss the required organizational transformation and digital governance of communications supervision, as well as other related issues, so a developmental blueprint of future digital governance can be outlined jointly with relevant parties.
