Operation Essentials of Test Service on Electromagnetic Wave for Base Station or Radio Station of Type I Telecommunications Business (Nov. 21, 2002)

1. Generality

In order to avoid anxiety of safety on transmitting electromagnetic wave to the public for radio communication equipment established by Type I Telecommunications Business, the Directorate General of Telecommunications, Ministry of Transportation and Communications (hereinafter referred to as the DGT) shall promote to educate with a handbook of propaganda for electromagnetic wave and assist Telecommunications business to receive applications of the public for electromagnetic wave test service, and accordingly establish the essentials.

2. Applicable Range

The essentials are applied to test service of electromagnetic wave for base station or radio station established by Type I Telecommunications Business Operators (hereinafter referred to as Operators).

3. Receiving Service Window

In order to receive pleadings from the public, Mobile Telephone Business Operators and other Operators appointed by the DGT shall jointly establish a single received window and install dedicated service telephone or/and provide service with other practicable manners. Window service personnel must be responsible for receiving and handling the items related to pleadings.

4. Handling Principle and Procedure

4.1 When the public is anxious about safety of base station or radio station established by Operators, the public shall plead to window service. After receiving a pleading from the public, window service personnel turns the pleading to the related Operators (hereinafter referred to as Received Operators) of base station or radio station, who shall coordinate, communicate, test by their own and handle. If the public still doubts after being propagandized, received Operators shall entrust test organization approved by the DGT in accordance with Point 4.2 to execute and test fee shall be borne by Operators; if necessary supervisory personnel of the DGT must cooperate with test organization to execute test.

4.2 Test organization shall possess test equipment related by it own and file information on test procedure, method, specification of test equipment, a proofreading certificate of test equipment, an actual test record of base station or radio station and test personnel hired (shall mean those who conforms to the qualifications for senior engineering staff of Telecommunications) to the DGT for approval of its test ability.

4.3 Test organization with approval shall be issued with ” A Test Certificate of Electromagnetic Wave for Base Station or Radio Station of Conducting Type I Telecommunications Business” by the DGT, the term of whose validity is three years since being issued. Those who are still inclined to continue carrying out the related test operation while the term of validity expires shall propose and report information on the test results and a proofreading certificate of test equipment one month ago of expiration to the DGT for reissuing a test certificate. The DGT shall approve or not depending on its test ability.

4.4 The same base station shall be entrusted with test service one time in one year.

4.5 Receiving and Liaison

After receiving a pleading, window service personnel shall confirm a pleading for base station or radio station belonging to Operators first and fill in the Liaison Sheet of Electromagnetic Wave Test Service (hereinafter referred to as the Liaison Sheet) detailed as Attachment 1 (dispatched date for the First Liaison Sheet and the received date in the Second, Third and Fourth Sheet shall be in unanimity) to deliver to received Operators.

4.6 Promulgation and Reply

After receiving the liaison sheet, received Operators shall handle the related operation and fill in the Second Sheet in two working days to file to the DGT and inform window service personnel; fill in the Third Liaison Sheet recording the handlings in reply to applicants at the same time.

4.7 Reply and Case Conclusion of Test

When test organization carries out test, received Operators shall dispatch personnel to cooperate with test and coordination. After a test of electromagnetic wave is completed, test organization shall fill the test results in Attachment 2 “ A Record Table of Electromagnetic Wave Test for Base Station or Radio Station of Type I Telecommunications Business” and draw up Attachment 3 “A Location Diagram of Electromagnetic Wave Test for Base Station or Radio Station of Type I Telecommunications Business” to inform received Operators of a letter; after Operators receive the test results, they shall fill in the results of the original Liaison Sheet and the Fourth Liaison Sheet again (together with a test report in Attachment 2 and Attachment 3) to file to the DGT, inform window service personnel and reply applicants, so that can put on file to close the case.

4.8 Others

4.8.1 Operators shall fill in and attach ”A Contact Table of Received Staff for Electromagnetic Wave Test Service” (as Attachment 4) to file to the DGT for reference. If changing, they shall file to the DGT again for reference.

4.8.2 A Handling Flow of Test Service for Electromagnetic Wave details in as Attachment 5.

5. Test Items and Safety Standard for Electromagnetic Wave

5.1 The Maximum Effective Isotropic Radiation Power (EIRP):

The maximum of Effective Isotropic Radiation Power (EIRP) that includes transmission equipment loss, antenna gain and single RF transmission power from base station or radio station shall be:

(1)Equipment of Base Station for Mobile Telephone: Below 500 W.

(2)Equipment of Base Station for Radio Paging System: Below 100 W.

(3)Equipment of Base Station for Trunked Radio Telephone Communication System: Below 125 W.

(4)Equipment of Base Station for Mobile Data Communication System: Below 125 W.

(5)Equipment of Base Station for 1900 MHz Digital Low-Tier Cordless Telephone: Below32 W.

(6)Other equipment of base station or radio station for radio communication system: shall be transmission power approved by the DGT for a criterion.

5.2 Radio Power Density:

The safe standard of radiation for electromagnetic wave shall be tested pursuant to ”Recommended Vale of Non-ionization Radiation Environment” promulgated by Environmental Protection Administration, Executive Yuan with No. 3219 of EPA on January 12 2001.

5.2.1 Value of Radio Power Density

The maximum value of radio power density tolerated by each band shall conduct in accordance with Attachment 6.

5.2.2 Protection of Radio Power Density

(1)If radio power density that belongs to a single base station or radio station exceeds the maximum value tolerated, Operators shall reduce transmission power or adjust the height and direction of antenna, so that radio power density can be less than the maximum value tolerated.

(2)Base station or radio station that belongs to co-station must not only test radio power density of each frequency used by antenna of base station or radio station while testing, but also test and sum up radio power density of other base station or radio station that belongs to co-station. If the total value of radio power density exceeds the maximum value tolerated, Operators must reduce transmission power or adjust the height and direction of antenna, so that radio power density can be less than the maximum value tolerated.

5.3 The relationship between the maximum of tolerated exposure for electromagnetic field and frequency and test procedure shall be as Attachment 6.

6. Other Items

6.1 If those that can’t conform to the regulations are verified by the test results, they must improve immediately pursuant to Section 5.2.2 in the Essentials. While filing to review other base station or radio station next time, Operators shall conduct pursuant to the operation of sampling inspection for business related to mobile communication network. Class of sampling inspection shall raise one class to conduct inspection pursuant to class of each sampling inspection operation.

6.2 If radio wave is encountered an interference, base station or radio station belonging to Operators shall reduce transmission power or adjust the height and direction of antenna or suspend operation until being improved.

6.3 Applicants applying for test service of electromagnetic wave shall be limited in the same location with base station or radio station or adjacent householders.

6.4 When executing test on site, received Operators or test organization shall carry a proofreading certificate for test equipment (within the term of validity) so as to provide supervisory personnel of the DGT for reference.

7. These Regulations shall come into force upon the date of promulgation.
