Taking place in Singapore from December 4-6, the 2023 Policy Roundtable and Asia Video Summit, organized by the Asia Video Industry Association（AVIA）provided commissioner Wang Yi-Hui, Section Chief Chi-Hsueh Hsu and Officer Erh Lee, as the NCC delegation, the opportunity to engage in discussions with representatives from peer regulatory authorities from various countries with view to facilitating the development of the film and television industry.

On December 4th, government representatives and senior executives in the broadcasting industry across the Asia-Pacific region participated at the Policy Roundtable Such meetings provides a platform for industry-government-academia exchanges, fostering discussions on crucial policy directions. During this forum, regulatory authorities from Malaysia, Singapore, India, and others engaged in discussions with representatives from Netflix and Warner Bros, exploring self-regulatory mechanisms for online curated on-demand video with the joint aim of promoting the vibrant development of the film and television industry.

In addition to attending the formal AVIA meetings, NCC actively arranged exchanges and visits with foreign agencies and organizations to expand dialogue and seek opportunities for further cooperation. Consequently, the NCC delegation visited the Infocomm Media Development Authority（IMDA）in Singapore on December 4th. Discussions were held regarding the anti-fraud measures related to the draft of Singapore's "Shared Responsibility Framework" formulated by IMDA. The exchange involved sharing experiences in combating fraud in Taiwan and Singapore, along with proposing measures to prevent such malicious activities. Furthermore, on December 6th, a visit was made to the APAC headquarters of Netflix and Disney; during their time there, they discussed Singapore's management policies and relevant regulations for OTT TV, gaining insights into the development of the Asian telecommunications and broadcasting industry.
