National Communications Commission (NCC) Commissioner Yi-Hui Wang, Commissioner Jiang-Jia Wang, Commissioner Chung-Shu Chen and representatives from related departments of NCC welcomed Senior Regional Director of Digital Affairs & Intellectual Property of Motion Picture Association (MPA) James Cheatley, and Counsel of Copyright & Legal Affairs of Asia Pacific Elaine Leong, as well as Taiwan representative of MPA Shawn Tsai, on March 13 of 2024. Both parties discussed the governance of internet audiovisual services across the Asia regions.

During the meeting, NCC pointed out that the draft of OTT TV regulation focuses on the protection of consumer rights, as well as facilitating the development of local content and enhancement of service quality. The commission also emphasized that, as part of the process of forming such regulation, NCC undertakes a series of thorough consultations to compile feedback from all relevant parties.

MPA representatives expressed their gratitude for the willingness of NCC to continually discuss regulatory developments with related industries. According to the observations of MPA, the Asian OTT TV market is highly competitive, still emerging and remains vulnerable. In that light, it was suggested that while policies are being formed, related issues should be taken into consideration, such as the characteristics of internet audiovisual services industry, relaxing regulations for traditional broadcast and programs and copyright protection,

Both sides also took the opportunity to discuss anti-piracy approaches of Asian countries, regulations for local content production, and internet neutrality.
