The emergence of Internet has developed various types of innovations. When major changes impact our public society and daily lives, the industry, users and governments have to face the cross-border characteristic of the Internet, and establish an inter-regulation system with transparent and autonomic mechanism while multi-interest parties are involved. This study will investigate the social issues of Internet communication in our country, analyse policies, third-party organization participation or self-regulatory mechanisms from various countries around the world, and then research on the public accountability model of Internet communication-related services, to put forward suggestions suitable for our country, in order to respond to the needs of society in the digital era, and serve as an important reference for discussing and promoting Internet communication policies and related governance mechanisms.
