Transportation and Procurement Affairs Committee of the Control Yuan visits NCC with focus on the prevention of disinformation and anti-fraud strategies
Convener Wang Li-Jen of the Committee on Transport and Procurement Affairs of the Control Yuan, together with seven members of the Control Yuan, visited the National Communications Commission (NCC) on 29 June 2023. The visit was undertaken with the aim of strengthening the understanding of how communication operators are regulated, as well as discussing certain concerns of NCC business.

Convener Wang Li-Jen expressed her hope that the NCC can continue to coordinate closely with other authorities, as well as both the public and private sectors, in order to improve the development of communications in Taiwan.

During the meeting, Control Yuan members expressed concerns of responsibility between the NCC and the Ministry of Digital Affairs, the joint efforts of the ministries to prevent fraud, the mechanism for CATV channels allocation, the diversity of TV content, the regulation of AI on broadcasting news, personal data protection and internet governance.

NCC Chairperson Yaw-Shyang Chen and the directors of the relevant departments were on hand to give their responses and explanations.

NCC Chairperson Chen said that because of the complexity of internet issues, which involve cross-national and cross-sectoral issues, a collective effort is needed. Therefore, the National Communications Commission Organization Act has included the development of internet communication policies. Moreover, in order to meet the needs of the digital age, NCC actively cooperates with various ministries and online platforms to promote industry self-regulation, develop a mechanism for multi-stakeholder participation and prevent the dissemination of false information.

Additionally, the Chairperson stressed that NCC has actively participated in the government's inter-ministerial platform to prevent telecom fraud, and will continue to strengthen its supervision of telecoms operators to implement various measures to prevent fraudulent activities, including the voice warnings for international calls, fraudulent keywords and SMS blocking by AI technology. In addition, the NCC will continue to promote telecom associations and telecoms companies to implement KYC (Know Your Customer) to fulfill their corporate social responsibility.

NCC Chairperson Chen also pointed out that the communications industry is facing the need for transformation in the context of the rapid development of global digital technology. In that light, NCC remains committed to strengthening public-private collaboration with ministries, the communications industry and network platforms to promote the sound development of the industry and create a free, secure and reliable communications network environment.
