Broadband for Villages and Broadband for Tribes

NCC implements the Broadband for Tribes policy, and has initiated data communication access universal services for 3 tribes- Xiayun Village, Fuxing Township, Taoyuan County中文

  To resolve the problem of aboriginal without broadband network, NCC appointed Chunghwa Telecom Company Limited to install data communication access universal service to remote tribes (neighborhoods); the initiation ceremony of broadband network service for the 3 aboriginal tribes of Jiazhi, Zhiji, and Jinnuan of Xiayun Village, Fuxing Township, Taoyuan County was officiated on November 7. .

  The ceremony was jointly hosted by Dr.Bonnie Peng, Chairman of NCC, Hsieh Chin-nan, Commission member of NCC, Zhu Li-lun, Magistrate of Toayuan County, Lin Xin-yi, Chief of Fu Xing Township, Yang Guang-ming, Chief of Xiayun Village, Kong Wun-ji, Legislator, Wang Rui-ying, specialist of the Council of Indigenous Peoples, Executive Yuan, and Zhang Xiao-dong, General Manager of Chunghwa Telecom Company.

  Dr.Bonnie Peng, Chairperson of NCC, stated that Chunghwa Telecom Company Limited completed the construction of broadband network at 3 Tribes of Xiayun Wutai Village on August 4 and October 20, 2008 respectively, which enables about 46 households of the tribe to apply for data communication access universal service. The fastest speed of broadband can reach an impressive 8Mbps/1Mbps or 8Mbps /640Kbp. It is hoped that broadband network can help villagers learn about aboriginal language via E-learning, and utilze the broadband network to develop tourism, aboriginal culture, and facilitate agricultural development at Fu Xing Township of Taoyuan County. As such, job opportunities can increase, and the digital divide between rural and urban areas can be further reduced.

  To achieve the policy Broadband for Tribes, as well as to intensify universal construction for data broadband network and application of broadband network, NCC, on June 2, 2009, announced and appointed providers of data communication access universal service to construct broadband data network to 50 Tribes (Neighborhoods). Chunghwa Telecom Company Limited will provide data communication access universal service to 42 Tribes (Neighborhoods) in uneconomical areas within Taipei County, Taoyuan County, Ilan County, Hsinchu County, Miaoli County, Hualien County, Chiayi County, Pingdong County, Kaohsiung County, and Taidong County. Taiwan Fixed Network Company Limited will provide data communication access universal service to 6 Tribes (Neighborhoods) in uneconomical areas within Shangmei Village, Chashan Village, and Shizi Village of Ameishan Township, Chiayi County. TINP will provide data communication access universal service to 6 Tribes (Neighborhoods) in uneconomical areas within Quin-shui Village of Zhong-liao Township, Nantou County (Neighborhoods 2, 6), and Yong-fu Village (Neighborhoods 14~17). There are currently approximately 730 tribes, according to the annual statistic information of 2007 provided by the Council of Indigenous Peoples of the Executive Yuan, with 160of which still without broadband connection. Moreover,e NCC, starting from the first half of year 2008, begun to screen and select about 50 suitable Tribes (Neighborhoods) as the prioritized areas for broadband network construction based on the amount of households, need for broadband network, local economic development, and landscape, cultural features, and hostels and other tourism resources suitable for development. The Commission will supervise telecom service providers of data communication access to make use of wireless microwave or optic fiber + RemoteDSLAM to deploy broadband network in remote areas with speeds of at least 2Mbps. It is expected the total construction expenditure for broadband network in 50 Tribes (Neighborhoods) shall amount to NT$78 million; the objective of the entire project should be completed before the end of the year.

  NCC notes that the commission has already convened 2 meetings on “Progress tracking for tribe with broadband construction” so that the policy objective of 50 Tribes (Neighborhoods) to have broadband can be accomplished by the end of 2008. By October 20, the telecom providers of data communication access universal services had already completed broadband construction in 20 Tribes (Neighborhoods), amounting to 40% of the entire project. The commission will, starting from November, track the construction progress of broadband by Chunghwa Telecom, Taiwan Fixed Network, and TINP every two weeks.
