Broadband for Villages and Broadband for Tribes

NCC facilitates broadband policy in remote tribe (Neighborhood), and has fully achieved the objective of broadband network construction in 50 Tribes (Neighborhoods) on 15th December of 2008. On 19th December of 2009, NCC held the initiation ceremony of data communication access universal services for Bailan Tribe, Taoshan Village, Wufeng Township, Hsinchu County

   To realize the service objective for universal telecom services and resolve the problem of aborigine tribes in short of broadband network for utility, National Communications Commission (NCC) points out that it has, from the first half year of 2008, begun to investigate the demand for broadband network at remote areas, and it has in June 2008 appointed three telecom service providers as Chunghwa Telecom Company Limited, Taiwan Fixed Network Company Limited, and TINP to complete the construction of broadband network in 50 tribes (neighborhoods) by the end of the years. The Commission has already convened 4 meetings on “Progress tracking for tribe with broadband construction.” The above-mentioned service providers have successfully completed the objective of the entire project for broadband network construction among all of the tribes (neighborhoods) before 15th December. It is expected that residents at the remote tribes (neighborhoods) of 42 villages in 11 counties should be benefited, and with its completion they can enjoy the quality of surfing (speed is, at least, faster than 2Mbps) speed of broadband network as much as that in metropolitan areas.

  To propagate the effect broadband network construction, the initiation ceremony of data broadband network for Bailan Tribe, Taoshan Village, Wufeng Township, Hsinchu County was held at Taoshan Elementary School on 19th December of 2009, and the ceremony was jointly hosted and officiated by Dr.Bonnie Peng, chairman of NCC, Zheng yong-jin, magistrate of Hsinchu County, Hsieh Chin-nan, NCC member, Lee Ta-sung, NCC member, Qiu Xian-ming, chief of Wu Feng Township, chief of Taoshan Village, and Xue Ji-jina, deputy general manager of Chunghwa Telecom Company Limited.

  Dr.Bonnie Peng, NCC Chairman, noted that Chunghwa Telecom Company had completed the construction of broadband network universal service at remote areas as Jina-shi Township and Wufeng Township of Hsinchu County in 2008, with a total of 6 Tribes (Shilei Tribe, Taiyao Tribe, and Yufeng Tribe of Yufeng Village, Xiaoluan and Tianpu Tribe of Xiaoluan Village, and Bailan Tribe of Taoshan Village) covering a number of 335 households. Presently, the company has already completed the construction of broadband network for all of the tribes, while technology employed for installation includes three respective measures as:1. microwave digital + optic fiber + DSLAM+WiFi; 2. digital microwave + optic fiber + DSLAM; 3. optic fiber + DSLAM+WiFi. The estimate expenditure for construction should amount to NT$13,162,650. Of the broadband network construction in Bai-lan Tribe, it is completed on 13th November of 2008, which provide data communication access universal service to 40 households, and its fastest broadband surfing speed can reach 2Mbps /256Kbp.  

  NCC hopes that with the mechanism of telecom universal services it can help to improve basic communication services of remote areas and communication environment of the general public to the external world. It is hoped that broadband network can help villagers at the 6 Tribes of Yu-Feng Village, Xiu-Luan Village, and Taoshan Village to learn about aboriginal language via E-learning, develop agricultural products with the highest economic value, and promote tourism tour and aboriginal culture. As such, it can increase job opportunity for the villagers, and reduce the gap of information education between urban and remote areas.  

  To achieve the policy objective of broadband network at Tribe (Neighborhood) and to intensify universal construction for data broadband network and application of broadband network, NCC indicates that the commission has, starting from the first half of year 2008, begun to screen and select about 50 suitable Tribes (Neighborhoods) as the prioritized areas for broadband network construction based on the amount of households, need for broadband network, local economic development, and landscape, cultural features, and hostel and other tourism resource conditions suitable for development. The Commission has, on 2nd June, appointed Chunghwa Telecom, Taiwan Fixed Network, and TINP three service providers to supply data communication access universal service at 50 Tribes (Neighborhoods) around the country (for details, please refer to the website www.ncc.gov.tw/公告資訊/公告訊息/一般公告/97/6/2), and the total construction expenditure is NT$78 million. The source of funding should come from telecommunications universal service fund, which are jointly offered by 29 operators of Type I (mobile and fixed network operators) and II (network phone, ISR operators of international phone) telecom service providers with annual business turnover more than NT$100 million. The expenditure is jointed shared on a pro rata basis according to their annual business turnover.

  NCC points out that there are about currently a total of 730 tribes according to the annual statistic information of 2007 as provided by the Council of Indigenous Peoples of the Executive Yuan, and about 160 tribes (in deduction of 30 tribes (neighborhoods) already conducted with construction among the 50 tribes (neighborhoods) and the rest 20 are in vicinity to Han) of the are still in short of broadband construction. In order to render the resources of universal services fund for optimal utilization, NCC has scheduled the priority order for network establishment among tribes (neighborhoods), allocation amount of construction for broadband network every year, and the burden for every operator. NCC has, for the time being, commissioned impartial groups to conduct comprehensive survey for the need of broadband network and relevant studies among tribes (neighborhoods) as basis for the implementation of annual project of broadband construction. Thus, it can, with schedule, achieve the policy objective of “every tribe (neighborhood) has broadband.”
