As an important promoter of digital transformation in the future, the telecommunications industry is actively developing cross-domain integrated application services. However, the telecommunications industry is highly regulated in various countries. For the innovative application of telecommunication data, in addition to complying with the regulations of the telecommunication industry, the current data protection-related laws and regulations should also be followed. At this stage, application issues such as telecommunications data and even consumer-related information, when it comes to the situation of the trade-off between privacy and the proper use of data, also cross-domain innovative applications, need to consider data circulation, privacy protection, and security, as well as market competition issues.

Taiwan’s current regulatory sandbox mechanism is aimed at the financial sector. If the application of data from telecommunications enterprises is necessary for ensuring national security or the public interest, we hope to study and analyze relevant international policy decisions, cases, public consultations, and symposiums.  Through the research, we will comprehensively and put forward suggestions on the decision-making process related to innovative application services, data utilization, and governance of telecommunications enterprises and the government authority.  It is also used as a reference for the competent authority to formulate relevant policies.
