Commissioner Chung-Shu Chen of the National Communications Commission (NCC) led representatives from relevant departments to participate in the "Global Cooperation & Training Framework" (GCTF) event hosted in Taiwan on March 25th, 2024. The Global Cooperation and Training Framework (GCTF), founded in 2015, is a platform through which Taiwan, the United States, Japan, and Australia jointly organize workshops showcasing Taiwan’s expertise and its contributions to global problem solving. Taking advantage of NCC and FCC participation at the conference, Commissioner Chen and the NCC delegation engaged in exchanges with Loyaan Egal, Chief of the Enforcement Bureau at the Federal Communications Commission (FCC) of the United States, and Michele Wu-Bailey, Associate Chief/Chief of Staff of the Office of International Affairs (OIA) at the FCC.

Commissioner Chen warmly welcomed the representatives from the FCC to participate in the GCTF "International Workshop on Combating Transnational Fraud." He pointed out how fraudulent activities directly impact the financial security of the public, and that anti-fraud policies have been receiving significant attention worldwide in recent years. NCC has been urging telecommunications operators to implement real-name authentication and KYC (Know Your Customer) mechanisms, while the FCC has required operators to implement Signature-based Handling of Asserted Information Using Tokens (SHAKEN) / Secure Telephone Identity Revisited (STIR) technology to protect consumers from fraudulent and malicious calls, and required gateway providers to "know your customer." Both sides engaged in extensive discussions on various issues, including illegal robocalls, management of international roaming services, and regulatory best practices.

In recent years, the relationship between Taiwan and the United States has been steadily deepening. The NCC has utilized various international forums to exchange views with representatives from the FCC, hoping to acquire greater understanding of its practical experiences as a reference for future regulatory policies pertinent to communications in Taiwan. In October 2023, FCC Commissioner Geoffrey Starks met with NCC Commissioner Wei-Ching Wang and staff from Taiwan’s NCC on the sidelines of the International Institute of Communications (IIC) International Regulators’ Forum in Cologne, Germany. In December 2022, Chairwoman Jessica Rosenworcel and NCC Commissioner Chung-Shu Chen met on the margins of the IIC Telecommunications and Media Forum in Washington, DC. On that same trip to Washington, DC, in December 2022, Commissioner Chung-Shu Chen also met separately with Commissioner Brendan Carr at the FCC as a follow up to Commissioner Carr’s meeting with the NCC in Taiwan in October 2022. Both the NCC and FCC look forward to enhancing cooperation on various telecommunication issues and strengthening the overall partnership.
