Dec. 1, 2016: NCC Commissioner Yi-Ning Chen met with FCC Commissioner Michael O’Rielly in Washington DC and exchanged views on ways to strengthen regulatory cooperation between the US and Taiwan.
　　In addition to Commissioner Chen and her NCC colleagues, officials from Taipei Economic and Cultural Representative Office in the US (TECRO), as well as Commissioner O’Rielly and his legal advisor attended this meeting, which took place in Commissioner O’Rielly’s office.
　　Commissioner Chen highlighted the great importance NCC Chairperson Ting-I Chan places on international cooperation and the hopes of the NCC to strengthen the platform with the US so as to increase cooperation. Commissioner Chen also emphasized that NCC hopes to learn from the experiences of the US with regards to communications policy and regulation; in particular, the ‘Light Touch’ approach to promote competition in response to the trend of global industry convergence. Commissioner Chen mentioned that it has been of special interest to the NCC as US policy and strategy toward the communications industry serves as a key reference for the drafting of its communications convergence bill in Taiwan.
　　Commissioner O’Rielly expressed his support to Commissioner Chen’s proposal of greater exchange between the two sides and foretold more clarity on this matter after President Trump’s inauguration in January 2017.
　　Furthermore, the two commissioners also exchanged opinions on issues such as how regulators should react to the development of OTT services; how to maintain the independency of the regulatory authority; the development of universal service; incentive auction of the spectrum; and how to cope with the acquisition properly.
　　The meeting was especially relevant as it was the first time that FCC and NCC commissioners held a one-on-one discussion since the establishment of NCC. Both FCC and NCC are looking forward to deepening their friendship and continuing to share experiences in the future.
